Parish Council News

FUNDING FOR SOCIAL DISTANCING MEASURES - 3rd August 2020 - Parish Council representatives met with four Officers from Derbyshire County Council and our County Councillor, Cllr Irene Ratcliffe, a couple of weeks ago to look at what measures could be put in place in Matlock Bath to help with social distancing.

The Parish Council has already requested that the footpath from Temple Road to South Parade be changed so that it is a one way up and one way down system and DCC has agreed to put the necessary signage in place for this.

Comments received from residents confirmed that they would like the parking bays suspended and replaced with barriers down North and South Parade. In addition, barriers on riverside from South Parade to Jubilee Bridge. This was conveyed to Derbyshire County Council. Our County Councillor, Cllr Irene Ratcliffe, has also expressed this as well and made it clear that she would push for whatever residents felt was best for their village.

DCC has now confirmed that it will only suspend bays from Derwent Amusements to Tucker's Fish and Chips. This is because they are concerned that by doing this will move the problems elsewhere. We are currently waiting for plans to show exactly what will be done and this will be posted here in due course once received.

MEETING WITH POLICE CRIME COMMISSIONER - July 2020 - The Parish Council has been invited to a meeting with the Police Crime Commissioner in August. The Parish Council will raise the concerns of residents with various issues which are happening in the village currently.

PARKING ENFORCEMENT - July 2020 - The Parish Council has met with Cllr Irene Ratcliffe to discuss the issues with parking enforcement in the village. These issues will be discussed with the relevant officers.

COMMUNITY SPEED WATCH - In conjunction with CREST, the Parish Council has agreed to be involved in the Community Speed Watch Scheme. The first 'batch' of recruits will receive theory training on 30th July. The remainder of volunteers will receive their training at the beginning of September (due to holidays). A practical session will be held afterwards. Anyone wishing to volunteer should contact the Clerk.

SPORTS AREA - Councillors have agreed a quotation for the renovation project and work will start in August/September. For more information click on "sports area" on the home page.

FUNDING FOR MATLOCK BATH - At a meeting on 11th June, DDDC reported that Matlock Bath will receive funding from DCC to help open up town centres to help them make them covid secure. Although we do not know what measures will be put in place the Parish Council is hoping that there will be some discussion with us. The Parish Council has already notified DCC the measures we would like - these were based on the comments received from residents. DDDC also will receive funding but it is passing this to DCC to be spent on the market towns. Matlock Bath will receive this funding.

6th June 2020

Derbyshire County Council are looking at proposals for physical measures in town centres to help make them covid secure. They are working towards the date of 15th June, which many non essential shops are targeting for re-opening. They are looking at town centres across Derbyshire, although not all at once. A report has been drawn up and we have had confirmation that Matlock Bath is on this list.

Plans are being developed by the County Council for highways works taking on board the following issues:

*Safe queuing on the highway without impeding access to premises

*Safe movement of people around the town centres

*Maintaining accessibility for wheelchairs and pushchairs.

Enabling deliveries to shops, providing suitable parking facilities etc, are all being considered

Normally the County Council would undertake consultation before any work is carried out but in these circumstances they will 'just do it'. The works at the moment will be temporary but they may develop into permanent interventions in future.

Derbyshire District Council may also be allocated a small amount of funding by the Government to contribute to this work. It is not yet clear whether a contribution will have to be made to the County Council's initiatives or if they can have more influence on spending it. If DDDC is not required to donate the funding, eligible items could include:

*Economic recovery planning

*Communications (eg signage re social distancing)

*Guidance to businesses on social distancing (eg how to manage queues safely)

*Safely managing public spaces including streets through temporary improvements (eg temporary barriers, planters etc),p>

A response to the press release from Sarah Dines MP has been sent to her. Included in the letter are comments regarding her unexpected visit last weekend. Residents should note that the Parish Council was not aware of Miss Dines' visit.

22nd May 2020

The Parish Council has issued a statement to all residents outlining what actions they have taken to address the issues which have been experienced in the village over the past week or so regarding the return of visitors to the village. A copy of the statement is attached below.

We will still continue to lobby our local authorities and our MP for action to be taken but we also need residents help to also now report these issues to either the local authorities and/or the Police. Contact details for all of the organisations can be found on the statement. We will keep all residents updated with information received through social media, our website and our newsletter. If residents could keep us informed of what they are doing, that would be good as well.

DDDC has today, 21st May, released a statement for would be visitors who may be thinking of coming to the area this weekend.

The joint message has been signed, not only by Council Leaders across the county, including the Leader of the Derbyshire Dales District Council, Cllr Garry Purdy, but also by the Chief Constable and Chief Fire Officer of Derbyshire, East Midlands Ambulance Trust and local NHS Foundation Trusts. VISITORS RETURNING TO MATLOCK BATH - Following a consultation with the village, a letter has been sent to DDDC, DCC and our MP, Sarah Dines.

Residents outlined their concerns with visitors returning to Matlock Bath, all of which were raised in the letter. A copy of the letter is attached at the bottom of this page along with the press release.

A response from Sarah Dines has been received and this is attached at the bottom as well. We await news from DDDC and DCC and their replies will also be posted on this website.

NOTICE FROM DERBYSHIRE CLIMATE COALITION - A letter has been sent to Derbyshire County Council from the Derbyshire Climate Coalition on the coronavirus. A copy is attached.

LEADER GRANT - The fingerposts and lecterns which have been purchased through the LEADER grant will be installed as soon as practical. For more information click on "LEADER grant" on the home page.

PARISH COUNCIL COMPETITIONS - We are very much hoping that the Art Competition and the Photography Competition will go ahead as normal but this will depend on Government advice. If we are not able to hold them safely and according to national guidance, the Parish Council will look at alternative ways to do it. We would advise that everyone registers and sends in their photographs as normal.

SENIORS LUNCH - We are very much hoping that we will still be able to hold our Seniors Lunch but this will depend on Government advice. Residents will be kept informed of any decisions made.

NEWSLETTERS - We will still be producing our quarterly newsletter despite the pandemic. Provided the 'deliverers' are able to deliver safely and according to Government guidelines, then this will be delivered. If not, then the Newsletter will be produced and put on the website.

BENCHES - The Parish Council will be looking at further provision of benches in the village. More details will be published as and when they are known.

INTERNAL AUDIT ARRANGEMENTS - The Internal Audit has been completed and the AGAR will be signed off by full Council at its next meeting on 20th May. A copy of the documentation, including the Receipts and Expenditure for 2019/2020 will be on our website under 'Finance'.

FOOTPATHS - The Parish Council has signed up again to DCC's Foothpaths Minor Maintenance Scheme for which we get funding of £315 for us to clear footpaths in Matlock Bath. Along with this money we also budget for further work.

Due to the coronavirus outbreak all face-to-face meetings have been cancelled. The next full Council meeting will be held on Wednesday 24th March 2021 at 7.00 pm.
